WORK SUMMARY:
Possess over 20 years of working experience in support of the Assistant Secretary of the Army (Manpower and Reserve Affairs) and Army G-1. Performed as the Chief of the Management Support Office and provided administrative, human resource, security, logistical, manpower management, contract management, and information management support for over 800 personnel in five separate locations. Performed as supervisor, Contracting Officer’s Representative (COR), and manager of the budget for the business processes of the organization. I oversaw the development and maintenance of the military forecasting models, to include the redesign of the Officer Projection Analysis System; the Enlisted Loss Inventory Model; the Military Occupational Specialty System; and the Individuals Account, incorporating four models into one--the Active Army Strength Forecaster. This was a major accomplishment which updated the legacy systems and placed more analysis capability in the hands of the functional proponents. For over 20 years, I led a team of CORs in support and management of a large number of contracts for personnel models and systems, to include the Personnel Authorization Model (PAM) and its successor (PAM XXI), the Mobilization Manpower Planning System, the Civilian Forecasting System, and the Systems of System Architecture. For six years I was the supervisor of the Information Technology Branch and the Information Management Officer for all M&RA and G-1 personnel and received highly favorable customer service feedback.

- Managed all IT and telecommunications functions, to include Information Security, life-cycle management, Blackberry Program, Video Teleconference (VTC) Program, and WEB development.
- Provided contractual oversight, Contracting Officer Representative (COR) support, and budgetary oversight ($10M budget) for outsourced business processes, e.g., strength forecasting system, personnel authorization model, web development.
- Performed as ASA (M&RA)/HQDA DCS G-1 IMO and served as liaison among supporting Directors of Information Management and NetCom for life-cycle-replacement and new equipment for classified and unclassified requirements. Despite a drastic cut in the budget, was successful in satisfying all normal requirements and setting up five special task forces in minimum time.

- Provided oversight for contracts and budgetary requirements ($8 million budget) for major business processes, in compliance with the Federal Acquisition Regulations.
- Served as the COR and provided support for contractual requirements for the development and maintenance of major systems requiring outsourcing within HQDA ODCSPER.
- Provided COR oversight for the redesign of two major personnel forecasting systems which combined the active Army enlisted officer system strength management systems into one model and one contract and greatly improved the forecasting process.
- Chaired source-selection boards. For Y2K requirements, ensured all system interface were in place, tested, verified and validated, resulting in a successful transition into the new millennium.
- Performed as the Information System Security Officer (ISSO).
- Performed as the Telecommunications Systems Control Officer (TSCO).
- Performed as a member of the Automation Support Team and as liaison with the Information Management Center for trouble calls.
- Coordinated the successful installation of the HQDA suspense tracking system.
HQ Training and Doctrine Command, 06/01/1987 - 06/03/1989 - Information Systems Officer, Ft. Monroe, Virginia.
- Served as the Information Systems Officer and functional manager for automation and communications requirements for the four-star Command Group and Special Staff--20 separate offices, with over 250 users in five separate locations.
- Established the initial automation access for supported offices. Served as the Project Manager and COR for the design and installation of three local area networks and follow-on training of all personnel.
- Updated the Information management plan and implemented initiatives to support long-term information technology requirements; obtained funding and determined spending priorities.
- Performed as the Information Systems Security Officer and ensured all requirements of AR 380-380 were met.
